Congress Intention: The City between Art and Technology
Our cities as we see them now are the cause of the re-shaping and
re-planning as new technologies have appeared in the course of the
human history. These technologies cause changes in different
scales but as each technology is introduced it leaves its mark on the
patterns and forms of the cities. In the present we are living in one of the most revolutionary times in technology and we are witnessing how new technologies are reshaping not only the physicality of our
cities but also the way we planned them and our own behavior with
in them. This congress will give the space for professionals in
different field to express how they see our cities changing in the near
future. Technologies have impacted the real estate sector in various
fronts; as an example social media impacting Retail, the
advancements on robotics are re-inventing the labor force in
construction and new online platforms change the way we are doing business. Technologies are making changes in our cities, we need
to discuss them so the result is what we want and is not just the effect of an unplanned evolution.
FIABCI an organization that represent and affiliates all real estate disciplines must open a space for interdisciplinary discussion about how new technologies are affecting the real estate sector as a whole. The conceptual juxtaposition with in
the tittle of the congress “Between Art and Technology”
aims to highlight the balance that we must maintain as we
implement new ideas within our cities. Technologies are
affecting how we are conducting business and there is a need to discuss a series of challenging and complex topics
This congress will set up a series of interdisciplinary panel discussion touching on different technology oriented

challenges the sector faces in the near and not so distant future. Each panel will be composed of 5 professionals from different fields related to this particular subject. Each panelist will have a short max 10 min presentation of his view on the subject with an open round table discussion of 40 min after.

He is a young lawyer with postgraduate studies in Regulation and Management of Telecommunications and New Technologies of the Externado University of Colombia and Innovation and Leadership in the Government of Georgetown University. He is currently
Advancing studies in Security and National Defense in the General War School "General Rafael Reyes Prieto".
He has extensive professional experience in the design and execution of public policies, digital government, legal and regulatory matters, corporate strategy, institutional relations, digital transformation, innovation, entrepreneurship, among others.
He has held management positions in both private organizations and public entities of the national order. He has been an adviser and consultant, member and chairman of boards of directors, top level public official and has represented the country in the governing bodies of international organizations such as the President of the eLAC 2020 Digital Agenda, an initiative attached to ECLAC.
During the years 2016 and 2018, at 33 years of age, he served as Deputy Minister of Connectivity and Digitalization and as Minister of Information Technology and Communications of Colombia in charge, which gives him the honor of being the second state minister youngest in the country. History of the country and the youngest in the history of that portfolio.

Elkin has accumulated experience as head of the Urban Governance Section and coordinator of the Safer Cities program globally at UN-Habitat. During the years of work at the Headquarters of this Agency, he supported and advised programs in Africa and Asia on the New Urban Agenda of UN-Habitat, in particular on Metropolitan Planning and a new generation of national urban policies.

He is Professor of Architecture at the Graduate School of Architecture, Planning and Preservation at Columbia University in the City of New York and the Founder and Director of the Urban Design Lab, a research unit of Columbia's Earth Institute, where he also serves as Professor.
Plunz has pursued research related to housing, urban history, anthropology, urban parametrics, and design. During the 1970s, he undertook anthropological field research in a serious of major studies using digitized environmental modeling to help understand the divergent urban contexts of Mantua, in West Philadelphia, the frazione of San Leucio in Southern Italy, and in the Adirondack High Peaks region in New York State.

Fully qualified architect graduated at Universidad de Los Andes de Bogota (Colombia) with an Masters in Arts in Architectural Urban Design and Sustainable studies at the Architectural Association, school of architectural in London (England), He is also a Master in Philosophy (MPhil) a the TUDELFT (Holland), with the research project “Comprensión espacio-temporal en procesos creativos”. He has participated in the international architectural competition for the development of sustainable housing in Australia where he obtained second place, worked in New Delhi in architectural and urban design consultancy for low budget projects in housing and infrastructure. During the last years he has worked as a managing director leading all the projects that are developed within the company for the entire Caribbean region. He has been part as consultor of the Fundación Centro Historico de Cartagena (historic center foundation of Cartagena) for a BID project, regarding the public space master plan for the the historic center of Cartagena.

Architect from the Pontificia Universidad Javeriana, with a master in intelligent
cities from the Politecnica de cataluya. Her emphasis in Urban Planning and
cities has helped in the understanding of the different problems and informal
growth we have had all around Colombia. Cartagena is a city of water,
patrimony, culture and climate change challenges that has to be seen from
different aspects.
Her experienced started to grow in Findeter (Financiera de desarollo territorial)
where she had the opportunity to work with Emerging sustainable cities and
Caribbean Diamond, both plans were developed in Findeter and allies with
scope in all Colombia.
From august 2017 to May 2018, she had the challenge of assuming Social
Manager of the City of Cartagena de Indias when her brother was mayor. She
decided to work on 5 neighborhoods of the city with low indicators of life quality
and mortality. She developed a methodology where the prime instrument was
community work and creating new spaces for social inclusion.
Currently from Findeter and her leadership in Cartagena she is in pursue of
different interventions with social inclusion. Also, in association with BID-
Findeter they are developing a master proposal for a “City Plan” that includes 5
of the most important projects of the city that could change the future of
Cartagena.

Julio Palma is Civil Engineer, with 9 years of professional experience; he belongs to the Autodesk Technical Specialists Team for Latin America, focused Architecture, Engineering and Construction industry from the perspective of BIM implementation, efficient and connected workflows (planning, design, construction, commissioning, operations and maintenance), and the digitalization of the construction site. Ted Ngai is a Visiting Associate Professor at Pratt Institute and a Senior Research Associate at the Interdisciplinary
Technology Laboratory. He has taught at Rensselaer Polytechnic Institue, University of Pennsylvania and Politecnico di
Turino and was a Principal Research Faculty at the Center for Architecture, Science and Ecology, a RPI and SOM joint
initiative.
Ted has been invited to participate in conferences at Harvard, Yale, and Pratt to present his research topics in BIM and the
built ecologies. His current research involves machine vision, machine learning, VR simulation engines, and collaborative
robotics. Prior research includes the remediation of distraught ecologies via the self-assembly of nanomaterials, the
intersection between energy and material systems - the physiology of form - how organisms develop formal and material
strategies to metabolize locally available energies.
Ted was the lead designer of Phytoremediation Wall System (AMPS) that had won the Good Green Design Award and the
R&D Award. As an architect, his work was placed 2nd place for the international architectural competition Butakovka
Housing Development in Almaty Kazakhstan. He was a co-founder of UNI, a Cambridge based design-build firm. His work
there was published around the world and won awards from Boston Society of Architects and New York Architectural
League.

Richard Sarrach is the Director of the Interdisciplinary Technology Lab and an
Adjunct Associate Professor in the Pratt Institute Undergraduate School of
Architecture where he has taught design studios in China, Vietnam, Cambodia,
Japan, Rome and The United States that have been published and exhibited
internationally. He is actively engaged in research on the “whispered
histories” of digital craft as pedagogy and the intersections of making,
culture, and politics.
Richard Sarrach is a Principal and co-founder of form-ula; a multidisciplinary
design/research practice that seeks to understand the intersection of design,
art, engineering and its collaborative possibilities to produce a high-
performance architecture for large and small-scale projects. In 2014 Form-ula
was given the AIA New Practice Award. In 2012 they were selected to represent
the United States as part of a collection of young architects from 57 nations
that were included in the BACKSTAGE ARCHITECTURE publication during the La
Biennale di Venezia in 2012. Form-ula was also awarded the Architectural
League Prize for Young Architects and Designers in 2011 and the AIA Innovative
Curtain Wall Design Award in 2010 for F.A.T. (Fluent Adipose Tectonic).
Richard specializes in computational techniques, digital material practices
and the ramifications that they have on culture. He was named as one of Pratt
Institute’s 40 under 40 alumni and lectured at TEDx Youth San Diego in 2012 on
the future of our built world, and 2016 was awarded a MacDowell Fellowship to
research the culture of the copy, entropy and 3d printing.
He has served as the Assistant Director of Exhibitions @ Columbia University
GSAPP and He has taught at Parsons School of Design, Rensselaer Polytechnic
Institute, City College of New York and Columbia University.

Karl Issara Roarty is an architect-designer based in New York, NY; having been raised in Boston, Massachusetts and Bangkok, Thailand. He designs environments, shaped by his interests which lie at the intersection of culture, commerce, and the urban fabric. His approach is defined by a rigorous working and production method that yields elegant discovery and unexpected forms that shift expectations of what is possibile in the relationship between space and program. Karl received his Master in Advance Architecture Design from Columbia University’s Graduate School of Architecture, Planning and Preservation in 2014 and a Bachelor of Architecture degree from Pratt Institute in 2010. His contributions to Colombian engineering, from the world of construction, have made him a pioneer in the implementation of technologies that have changed the way of seeing the industry, and have moved from an axis focused on unskilled labor, to a industry that seeks to perfect the craft of the national worker.
Has given conferences in multiple engineering schools, in which he seeks to transmit his experience in complex excavations and constructions in height, from the perspective of the builder, including in these talks important experiences learned, improvement options, and general motivation so that the future professionals of the union see in construction more than a business, see a way to make a homeland.

Alfredo Rizo is president and co-founder of Terranum, a company specialized in the structuring, development and management of real estate projects for corporate clients such as offices, industrial and logistic projects, and tailor-made projects. Terranum Corporativo operates under the shared management of Terranum and Cadillac Fairview.
Prior to assuming this position, between 2011 and 2013, Alfredo served as vice president of the Terranum Group where he played a key role in the definition and implementation of the investment plan, the company's strategy, as well as in the capital structure, the corporate strategy and corporate governance.
Alfredo has more than 18 years of experience in mergers and acquisitions (M & A), transactions, financial advisory mandates for the industrial and financial sector and investment banking.

An Architect from the Universidad de los Andes with a specialization in Urban Planning from the University College of London. He has 25 years of experience in Urban Planning, Urbanism, Transportation, Social Housing and Urban Renovation projects.
Some of its most recognized projects are the participation in the Urban Design of Ciudad Salitre, Ciudad Verde Macroproject, Urban Renewal Projects such as the Central Park Bavaria, the design of the Tercer Milenio Park (National Architecture Award of Colombia), the Road Mesh Secondary School of Bogotá, the design of the BRT for Carrera 7, the Integrated System of Mass Transportation of the Sabana of Bogotá and the First Metro Line; and about 50 housing projects with more than 35,000 units designed.

Brad Rothenberg is the co-founder of nTopology Inc., a startup developing software to build better structures using advanced manufacturing methods. Brad has been working with 3D printing for 10 years & has a background in architecture. Brad is also on the advisory committee of Computational Fashion at Eyebeam, an initiative bringing together artists, fashion designers, scientists, and technologists to explore emerging ideas and develop new work at the intersection of fashion and technology, which is supported by the Rockefeller Foundation. Brad received his B. Arch at Pratt institute in 2009.

Regional Director of UN-Habitat for Latin America and the Caribbean
Elkin has accumulated experience as head of the Urban Governance Section and coordinator of the Safer Cities program globally at UN-Habitat. During the years of work at the Headquarters of this Agency, he supported and advised programs in Africa and Asia on the New Urban Agenda of UN-Habitat, in particular on Metropolitan Planning and a new generation of national urban policies.
Before joining the UN family, Elkin had extensive experience in the field, especially in Latin America, helping and advising national and local governments in areas such as urban management, territorial planning, urban security and territorial public policies.
He is currently one of the most influential regional leaders in the promotion of sustainable urbanization in Latin America as a tool for economic growth and reduction of inequalities in cities.

He is the Vice President of Young Members of the International Real Estate Federation FIABCI and was elected president of the Colombian Chapter of the Federation since 2012.
Studied architecture at Pratt Institute graduating in 2009 and has a Masters in Science Architecture and Urban Design from Columbia University in New York.
